This railway linemen telephone was made by "Ascom" (Fusion of former Swiss Telecom equipment manufacturers Autophon, Hasler and Zellweger) in the early nineties and used for a short time (before being soon replaced by GSM phones) on SBB and probably also other Swiss railway systems. It is very heavy duty, weather protected and I assume has been mainly used in combination with construction work along lines. The same devices seems to have been used also for fix installed telephones along some railway lines.
